The document said that before the government of nationalist (ANP), the department was having no fund for universities, but a hefty amount of Rs 1.516 billion has been allocated for the current financial year of 2012-13. Before 2008, KP was having 11 institutes of higher education that were included University of Peshawar, Gomal University D.I. Khan, Agricultural University, Peshawar, University of Engineering & Technology (UET) Peshawar, Hazara University, University of Science & Technology Bannu, University of Science & Technology Kohat, Shaheed Benazir Bhutto University, Peshawar, University of Malakand, Khyber Medical University Peshawar and Institute of Management Sciences, Peshawar.
The provincial government in a very short span of four and half year has established eight universities while the ninth one is under consideration. The newly established universities are included Islamic College University Peshawar, Abdul Wali Khan University Mardan, University of Swat, Shaheed Benazir Bhutto University Sheringal Dir Upper, Bacha Khan University Charsadda, University of Haripur, Khushal Khan Khattak University Karak, University of Swabi and Law University is under consideration.
The provincial government during the period made two major legislations for paving way for the opening of new universities in the province. The Acts were included University of Peshawar Act 2011 and Khyber Pakhtunkhwa Universities Act 2012. The government also introduced reforms colleges sector through holding broad based consultations on the issues relating to enrolment of students and appointment of teachers. During the period the government also introduced BS 4 Years Program and arranged training for college teachers and Faculty Development Program.
Before the present provincial government, the province was having 137 colleges established since the creation of the country. Out of these colleges the number of boys colleges was 91 as compare to 46 girls colleges, but 29 colleges have been established only during last four and half year with boys and girls ratio of 14:15 raising the tally to record 173. Similarly, the number of girls' college has reached to 65 while 46 more are under construction.
During last four and half years the enrolment of students as well as recruitment of teachers had registered maximum increase. In financial year 2007-08 the total number of enrolled students was 99,422 which had now reached to 149,933. The number of male boys' students during the period had increased from 65,295 to 96,257 and girls' students from 34,127 to 53,676. During the period the provincial government had recruited 1486 teachers. The total number of college teachers had rose to 5506 as compare to 4020 teachers in 2007-08. The provincial government during the period recruited 806 male and 882 female teachers raising the tallies of male teachers from 2897 to 3603 and from 1121 female teachers to 1903.
The Department of the Higher Education during the period also introduced BS Years Program. In 2010-11, the program was introduced in 23 colleges followed by 53 in 2011-12 and 60 in 2012-13. Similarly, in 2010-11 the program was introduced 31 departments followed by 121 in 2011-12 and 155 in 2012-13. Enrolment in the BS 4 Years Program which was only 433 during last two years had reached to 6235.
